270. The representative of India felt that LDCs had a legitimate concern with regard to the difficulties they would face if the obligations under the TRIPS Agreement were to fully kick in for them in 2006 and referred to the experience of other developing countries, including India. It was clear from the statements by Argentina, Brazil and the United States that any conclusion that strong IP protection would lead to development or transfer of technology would be premature at this juncture. In his view, this was supported by the presentation by a professor from a US university, at the WTO symposium on trade and environment on 11 October 2006, as his study had not indicated any evidence of IP protection leading to either transfer or absorption of technology or increased foreign direct investment. He fully supported the joint request by the LDCs, which was a good basis for taking a decision.
