N THIRD ANNUAL REVIEW UNDER PARAGRAPH 2 OF THE DECISION ON THE IMPLEMENTATION OF ARTICLE 66.2 OF THE TRIPS AGREEMENT
301. The representative of Rwanda said that his delegation was very pleased to have received this information pertaining to the various measures under way to encourage companies to transfer technology to LDCs. His delegation had not yet been able to carry out an in-depth analysis so as to assess the way in which results had been generated by these measures. The level of technological development in LDCs was still in a fledgling stage. He called upon developed countries to implement more measures for the purpose of truly enabling their enterprises to engage in an effective technological transfer. It was important to see what could be done to make sure that those measures were not only adopted but actually implemented. One way forward would be to set up a committee of experts comprised of members from developed and least-developed countries. It would also be beneficial to have input from specialists involved in such undertakings. Such a committee would be better able to formulate recommendations to smooth the way for such technology transfer and to make sure that that transfer would be effective. He called upon developed countries to re-examine the various measures that they had adopted so as to further strengthen them and make them truly effective, in order that technological development would become a reality in LDCs.
