315. The representative of Argentina supported the statement by Brazil, which had summed up the development agenda that had been tabled by 14 countries with ample backing of developing country members of WIPO. She was surprised that the representative of WIPO had felt that the statement was unfounded. The lengthy WIPO document summarizing the activities of 2002 had been submitted inappropriately in the wrong forum in respect of technical cooperation. It was still being examined by her authorities. She said that, in the field of technical cooperation, extended in-depth consultations with each of the developing countries were necessary in order to ensure that the technical cooperation offered would meet the individual requirements for industrial and technological development. A "one-size-fits-all" approach for developed and developing countries which did not take into account differences in the level of industrial and technological development would not yield real results. She said that Argentina would scrutinize this matter closely, both in the TRIPS Council and in WIPO.
