J.ii (ii) LDC priority needs for technical and financial cooperation
110. The representative of Switzerland said that he was fully aware of the importance of technical and financial cooperation in order to assist LDC Members in taking the necessary steps to comply with their obligations under the TRIPS Agreement. His delegation was engaged in the discussions on ways and means to best implement Article 67 and to fulfil the commitments taken under this provision and had participated in useful consultations with Uganda and Sierra Leone which had submitted substantive assessments of their priority needs. He encouraged other LDCs to follow the example of Uganda and Sierra Leone. Certain horizontal questions needed to be addressed, such as the need to ensure coherence and complementarity of intellectual property technical assistance activities from donor countries under Article 67 to LDCs. Efforts had to be well coordinated to allow for sustainable impact. It was also appropriate to examine to what extent existing mechanisms could assist in enhancing the efficiency and positive impact of technical assistance and to consider the role of organizations or bodies, such as WIPO, ARIPO and OAPI, as potential partners in helping to coordinate and support or to execute technical cooperation activities.
