200. The representative of Ecuador reiterated his delegation's support for document IP/C/W/513. The Council should take into consideration WIPO's work in the framework of the Development Agenda and its principles since there was already implementation in this context and the information that was available could be useful to the Council. There was clear provision in Articles 7 and 8 of the TRIPS Agreement on transfer of technology. This transfer should be part of and basis for the cooperation and capacity building. In his view, the technical assistance programmes and capacity building, as agreed by the Members, should reflect the results of the widely debated Development Agenda. One example would be that some of the projects promoted the relationship between small and micro enterprises and centres of higher education in developing countries. Ecuador had actively participated in the negotiation of the Development Agenda and hoped to achieve its implementation in the WTO.
