8. The representative of Ecuador said that his delegation supported the inclusion of the item on implementation of the Paragraph 6 system as a standing item on the agenda and also endorsed inclusion of item M as put forward by India and China. With respect to Japan's question why some delegations wished to deal with the first issue on a permanent basis without prejudice to the annual reviews under Paragraph 6, he said the reason was that Members' decisions in this Council had an influence on human life, particularly in countries that did not have the full capacity to manufacture pharmaceutical products. With regard to enforcement trends, he said that it was important for Members to be aware of negotiations in other fora aimed at enhancing enforcement through other legal means and instruments, and which were therefore of direct relevance to intellectual property.
