13. The representative of the European Union said that, in his view, IP enforcement was one of the most relevant issues on the proposed agenda. Since enforcement was an integral part of the TRIPS Agreement, a ritual discussion of agenda items on the issue at the beginning of each Council meeting was not justified. He was open to discuss all items that fell under the Agreement and he did not understand the constant effort to prevent discussion on enforcement. He thanked the positive statement by China, but preferred the title to remain as it was. The Agreement addressed infringement of different rights, and "counterfeiting" might also refer to IPRs other than trademarks.
