10 TENTH ANNUAL REVIEW UNDER PARAGRAPH 2 OF THE DECISION ON THE IMPLEMENTATION OF ARTICLE 66.2 OF THE TRIPS AGREEMENT
190. The representative of the European Union said that his delegation was committed to this review exercise and to the provision of incentives for technology transfer under Article 66.2 with a view to helping least-developed countries create a sound and viable technological base. The EU contribution had been submitted at the beginning of October, and his delegation wished to thank the LDC Group for the initiative for the fifth workshop on this topic and the WTO Secretariat for having organized this event. 191. Regarding the proposal for a compulsory form, he said that his delegation welcomed this and was ready to adapt reporting to a format that made it as useful as possible. However, as the European Union had to compile 28 different initiatives and different sources of information, it would be extremely burdensome to respect a single format, as the content was clearly more important than the form. Thus, while his delegation was certainly ready to make amendments in the coming reports to approach the requested model, it was not ready at this moment to agree on a compulsory format.
