The Chairman noted that there was general support for the overall approach of the working hypothesis, while recognizing that certain issues needed further exploration and that some delegations wanted more time to study the paper. He suggested that the Council continue to work on the paper and use it as a basis for consultations with WIPO. He also reiterated his suggestions for carrying forward the work in other respects in this area and that the Secretariat be asked to prepare a draft schedule for consideration of national legislation in 1996 on a subject-by-subject basis, a format for the listing of "other laws and regulations", and a first draft of a checklist on enforcement.
