42. The Chairman recalled that the Council had agreed, at its meeting in May, to have an in-depth consideration of the issue of technical cooperation at its meeting today. In preparation of that discussion, each developed country Member had been invited to provide a description of its technical and financial cooperation programmes in the area of intellectual property relevant to the implementation of the TRIPS Agreement. Similarly, the intergovernmental organizations presently observers to the TRIPS Council and the WTO Secretariat had been asked to do the same. The resulting documentation concerning the technical cooperation activities of developed country Members could be found in documents IP/C/W/12 and Addenda 1 to 6, of intergovernmental organizations in documents IP/C/W/10 and Addenda 1 to 5 and of the WTO Secretariat in document IP/C/W/11. He thanked the countries and organizations which had made available this information. He suggested three main themes for the discussion. The first of these points concerned transparency. Questions in this respect were whether the information collected was considered sufficient, whether additional information on any particular points would be necessary and whether the information should be periodically updated and made available in a more useful format. The second point which could be addressed was whether there were needs for technical cooperation which were not being fully met or areas where further efforts might be helpful. The third point was what would be the sort of technical cooperation activities that should be sought from the WTO Secretariat and what sort of cooperation with WIPO and other intergovernmental organizations might be sought.
