The representative of the European Communities said that, although the informal Secretariat note was a helpful tool for all Members to consider, or reconsider, the matter, his delegation wished to stress that the Secretariat document was a non-paper and, consequently, had no formal status. As regards the substance of further discussions on this matter, he said that his delegation favoured a pragmatic approach: a theoretical discussion should be avoided and issues should be addressed on the basis of problems encountered in practice by right holders stemming from discriminatory treatment in a Member.
