Mr. W. Armstrong (New Zealand)
E Implementation of Articles 70.8 and 70.9
24. The representative of Pakistan confirmed that his delegation had received a written communication from the United States Trade Representative requesting consultations with the Government of Pakistan under Article 4 of the DSU and Article 64 of the TRIPS Agreement concerning Pakistan's situation with respect to the so-called "mailbox" facility under Article 70 of the TRIPS Agreement. He said that the United States' request had been passed on to the authorities in Islamabad where it was receiving due consideration. He expressed disappointment with the position taken by the United States, especially since Pakistan had assured the United States that arrangements to fulfil Pakistan's obligations under the TRIPS Agreement were already in hand. Pakistan wished to assure the TRIPS Council that Pakistan was committed to fulfilling all of its contracted obligations and hoped to respond to the United States' request in accordance with the relevant provisions of the DSU.
