25. The representative of Morocco said that he would transmit the comments made by the United States to his authorities. He informed the Council that the legal system of his country gave primacy to international law over domestic legislation, so that provisions of the TRIPS Agreement such as those of Article 70.9 automatically entered into force and were immediately applicable. Article 70.9 did not oblige his country to notify under these circumstances.
