The representatives of Switzerland, Norway, Canada, the European Community, New Zealand and Australia considered the summary in document IP/C/W/32 a useful contribution on the issue under this agenda item and supported the general thrust of the paper and the explanation that had just been given by the United States. In addition, it was said that the interpretation of Article 32 by the delegation of India would provide a "carte blanche" to Members with respect to revocation and was contrary to the principal goal and the spirit of the TRIPS Agreement as a whole and of Article 31 thereof in particular.
