While echoing the comments made by Canada and Australia that the topics under discussion were premature and that the responses to follow-up questions in the context of the review of national implementing legislation at the July meeting should be awaited before the Council could address the issue of the review under Article 24.2, the representative of Singapore emphasized that any discussions on this matter should take place essentially through informal consultations and that any papers to be submitted should focus on how the review should be conducted.
