H TECHNICAL COOPERATION
62. The representative of Japan, referring to Australia's intervention concerning the APEC Joint Statement on the WTO TRIPS Agreement Implementation, wished to stress, first, the commitment of the WTO APEC Members to full implementation of the TRIPS Agreement as well as their commitment to continued technical cooperation necessary not only to bring about full TRIPS implementation but also sustained implementation of the Agreement. Much effort would be needed to keep the national IP systems in good operation. In this sense, technical cooperation should be a continuing process. He also wished to underline that the Statement noted that technical cooperation should be conducted in a manner corresponding to the objectives of the TRIPS Agreement as set out in its Article 7, namely that the protection and enforcement of intellectual property should contribute to the promotion of technological innovation and technology transfer, thus providing important guidance to APEC members for conducting technical cooperation.
