In response to the comment that the paper did not contain information on how the obligation to consult would be implemented, he said that on page 2 of the room document, the proponents indicated that this would be done in accordance with their domestic systems and regulations. The paper also went further in that it suggested that Members might exchange information regarding how they would implement their obligations.
