The representative of European Communities said that the system outlined in document IP/C/W/241 was in principle aimed at requests from least-developed country Members, in the light of their obligation to apply the Agreement by 1 January 2006. However, developing country Members who still needed to meet their obligations which had entered into force in January 2000 were also able to benefit from the scheme.
