86. The representative of Argentina thanked Switzerland for the explanations provided concerning the paper it had introduced. However, paragraph 8 of the paper confused obligations under Articles 22 and 23, as the additional criteria were under Article 22 and not 23. Paragraph 11 looked only at the producers' perspective, but did not take into account that there would be a transfer of costs from producers to Member governments. Moreover, the paper also seemed to say that geographical indication protection was just a matter of authorities checking the true origin of goods, like under rules of origin, when, in fact, there was also the question of whether a term was a geographical indication at all. This also added confusion to the debate.
