241. The Chairman said that, although a majority of the delegations that had spoken had expressed a preference for option one, there had also been support for option two, and many had also expressed flexibility with regard to option three. There was no consensus on any of the options. Therefore, the Council was not in a position to make any recommendations at that stage. This meant that further work might need to take place in the time leading up to the Ministerial Conference. He indicated that he would report accordingly to the Chairman of the General Council and that the TRIPS Council's overall report to the General Council would describe the work done on this matter.
