The Chairman, responding to India and China, said that, when concluding the discussion under this item at the Council's October meeting, he, as the Chair, had suggested that the Council agree to revert to this matter at its next meeting. Even though during the earlier discussion some Members had not supported the continuation of the discussion, no-one had challenged his suggestion.
