The representative of Bangladesh, speaking on behalf of the LDC Group in the WTO, said that he appreciated the actions of the Members who had generously provided technical assistance and capacity building programmes for LDCs in the area of intellectual property. Members should bear in mind that the serious economic and administrative difficulties faced by LDCs had not yet been alleviated, and that these most vulnerable countries were struggling to keep pace with rapidly changing technology. Technical assistance and capacity building programmes continued to be vital for LDCs, who tended not to benefit from globalization. 76. He expressed the Group's sincere thanks to the WTO Secretariat for organizing various IP workshops and other programmes in a number of LDCs. However, LDCs' needs surpassed what was being delivered to them. Without effective and customized technical assistance and capacity building programmes, LDCs would not be in a position to utilize the extended transition period. In order to enable LDCs to benefit from the flexibility accorded to them, and to achieve a foothold in the IP field, the WTO Secretariat and developed country Members needed to work together. The Group requested Members to increase and focus their technical assistance and capacity building programmes for LDCs. In addition, it invited the Secretariat to play a more proactive role in helping LDCs to identify the areas in which LDCs could utilize the extension period for building their capacity so as to help them to integrate meaningfully into the multilateral trading system. Given that LDCs might need technical assistance to identify their needs in this complex area, he welcomed the needs assessment activities conducted by the WTO Secretariat. It would help LDC governments to effectively formulate their plans if the Secretariat could detail the nature and type of technical assistance that could be provided.
