I TECHNICAL COOPERATION AND CAPACITY-BUILDING
73. The representative of Brazil recalled its proposal, circulated in document IP/C/W/513 in June 2008, that the WIPO Development Agenda principles be taken as a framework for technical cooperation and capacity-building activities carried out under TRIPS Article 67. The ongoing debate in the TRIPS Council on how to achieve compliance with obligations under that Article would greatly benefit from the contribution of the intense and broad discussions going on in WIPO on the implementation of the Development Agenda. At the third session of the WIPO Committee on Development and Intellectual Property, held from 27 April to 1 May 2009, nine projects had been presented, referring to the implementation of "Cluster A" of the Agenda. This cluster, containing 14 recommendations, dealt with technical assistance and capacity building. It stated that technical assistance should be demand-driven, transparent, neutral, accountable and take into account the special needs of developing countries, in particular least-developed countries. Such principles should not be taken for granted. He urged the Council to approve them.
