52. The representative of Cuba said that his delegation recognized the long and systematic work China had carried out in order to progressively increase the level of IP protection. As China had mentioned, protecting intellectual property rights was part of its national system in order to achieve scientific results for national development. These results were perceptible and measurable in a country where intellectual property had been protected for only about 30 years. His delegation believed that such results should be compared to the situation in developed countries that had gone through different stages following the imperatives of their own development. Even so, 120 years after such systems of IP protection had been drawn up in developed countries, in spite of all the measures taken against piracy, these countries had not yet been able to eliminate piracy and counterfeiting.
