Ambassador Karen Tan (Singapore)
A Notifications Under Provisions of the Agreement
1. The Chairperson said that, since its meeting in October 2009, the Council had received a number of supplements and updates to earlier notifications of laws and regulations notified under Article 63.2 of the Agreement. Saint Vincent and the Grenadines had updated the notification of its intellectual property laws and regulations; Thailand had notified a Ministerial Regulation on the Application for Patent Protection to Implement the Patent Cooperation Treaty; Hong Kong, China had notified an ordinance amending certain intellectual property laws; and Singapore had notified amendments to its copyright laws and regulations. These notifications were being circulated in the IP/N/1/- series of documents. In addition, Tunisia had provided revised responses to its Checklist of Issues on Enforcement. These responses were being circulated in document IP/N/6/TUN/1/Rev.1. 2. The Chairperson urged those Members whose initial notifications remained incomplete to submit the outstanding material without delay. She also reminded other Members of their obligation to notify any subsequent amendments of their laws and regulations without delay after their entry into force. In particular she reminded those Members who had made any changes to their laws and/or regulations to implement the Decision on TRIPS and Public Health and who had not yet notified such changes to the Council to do so. 3. As regards notifications of contact points under Article 69 for the exchange of information and cooperation on trade in infringing goods, she said that, since the Council's meeting in October, Burkina Faso had notified its contact point. In addition, an update to a contact point notified earlier had been received from Switzerland. These notifications had been circulated together with an updated list of all contact points in document IP/N/3/Rev.11. Since the circulation of the revised list, further updates had been received from the European Union and Canada, and were being circulated in an addendum to that document.
