345. The Chairman recalled that the Council had agreed, at its meeting in June 2010, to hold its annual review of technical cooperation at the present meeting. In preparation for this annual review, developed country Members had once more been requested to update information on their technical and financial cooperation activities relevant to the implementation of the TRIPS Agreement. Other Members who had also made available technical cooperation were encouraged to share information on these activities if they so wished. The Secretariat had issued on 28 July an airgram (WTO/AIR/3594) reminding Members of this request. In addition, intergovernmental organizations observers to the Council as well as the WTO Secretariat had been invited to provide information. 346. The Council had received information from the following developed country Members: Norway, Australia, Switzerland, Japan, New Zealand, the United States and Canada (being circulated in document IP/C/W/550 and addenda). Updated information had been received from the following intergovernmental organizations: the OECD, WCO, FAO, UNCTAD, WHO and WIPO (being circulated in document IP/C/W/549, addenda and supplements). In addition, the IMF had informed the Secretariat, by means of a communication dated 9 August 2010, that none of its technical assistance or financial cooperation activities pertained directly to the TRIPS Agreement. Updated information on the WTO Secretariat's technical cooperation activities in the TRIPS area could be found in document IP/C/W/553. 347. As regards notifications of contact points for technical cooperation on TRIPS, since the Council's meeting in June, an update to a contact point notified earlier had been received from the European Union (being circulated in an addendum to document IP/N/7/Rev.3). 348. He also recalled that paragraph 2 of the TRIPS Council's 2005 decision on the "Extension of the Transition Period under Article 66.1 for Least-Developed Country Members" provided that "with a view to facilitating targeted technical and financial cooperation programmes, all the least-developed country Members will provide to the Council for TRIPS, preferably by the 1 January 2008, as much information as possible on their individual priority needs for technical and financial cooperation in order to assist them taking steps necessary to implement the TRIPS Agreement". 349. Rwanda had just provided Annex 2 to the document it had submitted to the Council's June 2010 meeting (IP/C/W/548/Add.1). It outlined a proposed Rwanda Development and IP Capacity Building Project, which intended to translate the identified needs into a concrete technical assistance project. For the present meeting, the Council had also received such information from Tanzania (IP/C/W/552). Such information had earlier been received from four other Members, namely Sierra Leone, Uganda, Bangladesh and Rwanda. 350. He also recalled that, at the Council's meeting in June 2009, the LDC Group had requested the WTO Secretariat to arrange a series of events to discuss and coordinate work on their needs for technical and financial cooperation. Following up earlier similar activities it had organized in response to this request, the Secretariat had held the previous day an informal meeting on LDC priority needs, bringing together delegates and other officials from LDCs and donor countries, and from the Secretariats of the WTO, ARIPO, OAPI, UNCTAD, WHO and WIPO. This technical-level meeting had been part of this on-going practical dialogue aimed at enhancing coordination and the alignment of available resources with the needs identified by LDCs, and it had provided an opportunity to discuss the work already undertaken and the current state of play, and to plan coordination of future work.
