The Chairman said that it was his intention to hold consultations in various formats on the matter prior to the Council's meeting scheduled for 25-26 October with a view to enabling the Council to agree on its recommendation to the Ministerial Conference at that meeting. He added that his door was open to all delegates who would like to share ideas and consider what kind of common position could be reached.
