The representative of Argentina said that his delegation was in favour of concluding a binding international instrument that would substantively address the problem of persons with print disabilities and allow them to be on an equal footing with the rest of the population. A binding instrument should provide a minimum base of exceptions allowing for the production, adaptation, and exchange of works in a special format for visually impaired persons. Such an instrument would allow for the elimination of legal obstacles that prevented the exchange of such works amongst different countries.
