87. The representative of the Secretariat noted the proposal made by Ecuador and supported by several other Members on the preparation of a compilation of Members' positions taken over the past 15 years and an associated briefing session, and the analogy being drawn with the work on non-violation disputes. The Secretariat had prepared earlier compilations on the three issues circulated in documents IP/C/W/368/Rev.1, IP/C/W/369/Rev.1 and IP/C/W/370/Rev.1. Those compilations corresponded to the needs that had been expressed by Members, and were close in their character to the work on non-violation disputes. Those compilations were not up to date as the last revision had been made in February 2006. If there were to be agreement in the Council, the Secretariat could commit to updating them, bearing in mind that when the first set of compilations had been prepared in 2002, there had been an understanding in the Council that those materials would be updated periodically as further substantive material was brought forward by Members. Given the lapse of time of over six years and the fact that each Council meeting had covered those three topics since then, there would be a certain logic to updating those compilations. 88. The existing compilation documents, even though they were six years old, had proven to be extremely useful also in the WTO technical cooperation activities as an insight into the range of issues under consideration and the positions taken in the Council. 89. The most straightforward way forward, if the Council would so agree, would be for the Secretariat to refresh and update those existing materials, taking account of the developments since the last revision in February 2006. Those three documents would be updated in draft form and circulated as JOB documents for review and consideration of Members and then presented as a full revision of each of the three documents through an associated briefing session similar to the non-violation briefing session and then tabled for the consideration of the Council in the regular way.
