Mr. S. Harbinson (Hong Kong)
C.2.i Procedures for giving effect to the obligation to notify implementing legislation under Article 63.2
11. The representative of Canada said that, while seeing the utility of having cross-references as proposed by the delegation of Japan to accompany the submission of the main laws and regulations, he believed that Members should be encouraged, but not obliged, to submit them. He recommended delegations to contact their colleagues who participated in the review process carried out by the Committees on Subsidies and Countervailing Measures and on Anti-dumping Practices, which had already gone through one session, and were about to start a second session, of review of laws and regulations. The first session had been a valuable exercise for developing a system which the Committees considered efficient both for the country being reviewed and for those wanting to ask questions.
