Mr. S. Harbinson (Hong Kong)
C.2.i Procedures for giving effect to the obligation to notify implementing legislation under Article 63.2
13. The representative of Egypt wished to make it clear that his delegation could not give its commitment at this stage to submit laws and regulations relating to various aspects of the TRIPS Agreement in WTO languages. The bulk of those laws and regulations was considerable in each country. His delegation was not opposed to transparency but wished to emphasize that, at least, some of the laws and regulations could be found in the WIPO collections. His Government had not yet made a decision as to whether to submit the laws and regulations immediately or at some later point in time. His delegation would be prepared to submit laws and regulations, whether main laws or "other laws", in a summary form in WTO languages.
