C.2.i Procedures for giving effect to the obligation to notify implementing legislation under Article 63.2
22. The representative of the United States said that the documents in question as prepared by the Secretariat represented a compromise. Instead of having to notify all laws and regulations concerned in a WTO language as was required by Article 63.2 of the TRIPS Agreement, Members would be allowed to notify "other laws and regulations" as indicated in Annex 2 of document IP/C/W/8. Clearly, this would require work by each delegation in preparing their notification of these "other laws and regulations"; the other side of the coin, however, was that much less time would be needed for scrutinizing other Members' laws and regulations. His delegation would not be willing to accept any less than what had been outlined in this Annex 2.
