29. The Chairman said that the consultations he had been asked to hold on this matter had indicated that some fairly important differences of view persisted, including as to whether any action was required by the Council. At this stage, he only wished to draw the attention of those delegations which were in a position to make notifications under this provision to the desirability of doing so as soon as possible so as to contribute towards the clarity of rights and obligations; meanwhile, he would continue his consultations with the hope that he would be in a position to come forward with an approach to this matter that could be agreed at the Council's next meeting.
