45. The representative of Japan suggested that the WTO Secretariat invite developing country Members to submit specific requests concerning their development cooperation needs during the process of implementation of the provisions of the TRIPS Agreement, so that development cooperation could be carried out more effectively. He also stressed the importance of friendly and constructive relations between the WTO Secretariat and the International Bureau of WIPO, which had a long-standing experience and extensive information relating to development cooperation in the field of intellectual property. Technical cooperation to be carried out by the WTO as such should be implemented taking into account its limited financial resources. Prime examples of such technical cooperation activities would be seminars and other meetings for the purpose of deepening the understanding of the TRIPS Agreement, with emphasis on areas not covered by WIPO.
