The Chairman said that, at the previous meeting, he had drawn attention to the fact that no notifications had been received under Article 63.2 relating specifically to the national treatment and MFN obligations of Articles 3, 4 and 5 of the Agreement, except in so far as such notifications formed part of the comprehensive notifications of developed country Members of their general implementing legislation. He recalled that he had raised the question at that time whether there were technical difficulties with meeting this notification requirement which could explain the absence of such notifications and which should be addressed by the Council.
