16. The Chairman said that, since the Council's last meeting, the Slovak Republic had notified a correction to the list of multilateral agreements it had notified earlier. It had also notified a list of bilateral agreements (IP/N/4- series of documents).

He recalled that there were some significant differences in relation to the notifications that had been made under Article 4(d) and that, in order to facilitate informal consultations on this matter, he had circulated, before the Council's meeting in May, an informal background note prepared by the Secretariat (No. 2086 of 10 April 1986) on the drafting history of Article 4, which identified a number of factors that might be relevant to consideration as to whether a notification should be made under subparagraph (d). After some discussion, in which some Members had indicated that they needed more time to study the matter, the Council had agreed to revert to it at the present meeting.
