The Chairman noted that a small step forward had been made and that it appeared to be generally felt that it would be valuable to continue work on the development of criteria that could assist individual Members in making or reviewing their notifications, subject to the caveats which had been identified by a number of delegations. The discussions had focused on criteria or yardsticks for each Member to take into account in deciding what to notify under Article 4(d) and in reviewing notifications, without creating a legal straight-jacket. The suggestion that had been made to start working on the development of a format did not seem to be a viable one at this stage. He proposed that the Council take note of the statements made and that further informal consultations be held on the matter.
