The Chairperson concluded that there was a consensus among Members that the Secretariat prepare the background note on notification and registration systems for the Council's work under Article 23.4 in accordance with the draft outline amended as proposed by the United States.1 Consequently, the note would cover those registration systems which, in some fashion, covered wines and spirits, i.e. including those which, apart from wines and spirits, also covered other products.
