The representative of the United States recalled that the WTO system provided for the dispute settlement procedures to be used when one Member believed that another Member had taken an action inconsistent with its obligations. Continuing discussions in the Council would merely use valuable time which could be better used to deal with the Council's built-in agenda, which included regular reports on dispute settlement proceedings and developments thereunder.
