117. The representative of the United States said that the practice in other multilateral bodies was to leave the legal effects to the national systems of the Members participating in the system. He did not see any inconsistencies in the joint proposal (IP/C/W/133/Rev.1), which simply suggested that the legal effect be retained by each Member's domestic law. That was how all other forms of intellectual property were regulated under the TRIPS system.
