The Chairman recalled that, at its meeting in September 2002, the Council had requested developed country Members to make available information on their implementation of Article 66.2 for the Council's meeting in November. Given that some of these reports had been submitted just prior to or in the course of the Council's meeting in November and December, he had indicated at that meeting that he would provide delegations the opportunity to also comment on them at the present meeting. Since that meeting, further information had been received from the Czech Republic (IP/C/W/388/Add.8). In addition, the Council had received a communication from the European Communities and their member States entitled a "Reflection Paper on Transfer of Technology to Developing and Least-Developed Countries" (IP/C/W/398). After the discussion of the reports and other submissions received from the developed country Members, he intended to turn to the instruction that Ministers had given at Doha to the TRIPS Council to put in place a mechanism for ensuring the monitoring and full implementation of the obligations under Article 66.2.
