The representative of Kenya thanked the WHO for the statement and recommended that the paper prepared by the WHO be read by all Members as it provided useful reading material, particularly for those who might have problems amending their national legislation. Regarding the United States' comments on the Chairman's Statement, he reiterated his delegation's position that the Statement had served its purpose and was not part of the waiver. He said that many statements had been made at the time of the adoption of the Decision and no reference was being made to these. He recalled that it was particularly the statement of the delegation of South Africa that helped many countries to join the consensus and that, if any statement was to feature in the amendment, it should be that statement. He said that the Chairman's Statement dealt with interpretation, which should be left until after the amendment was finalized.
