The representative of Cuba said that the African Group proposal was the first working document offering viable alternatives in the amendment process, without prejudice to other possible positions. She said that a solution should be based on discussions between Members and that the core issues should be dealt with from a technical standpoint. The Council should go beyond a mere literal transposition of the provisions of the Decision into the Agreement and should discuss the various concerns expressed by the different categories of Members. She said that during the informal consultations, an appropriate balance of membership should be observed in order to achieve wording for this provision based on the needs and concerns of all Members.
