For example, no one had supported the EC proposal that the Chair should work on a neutral draft. However, as he sensed a willingness to continue to work on the issue, he suggested that he suspend the meeting and thus allow for the possibility of reconvening it before the end of March to deal with any potential agreement that might come out of continued informal process.
