209. The representative of Pakistan said that, since TRIPS was a relatively new area in the international trading system for developing countries and LDCs, he believed that it needed more attention. Therefore, technical cooperation and capacity building in this area should be on a higher level, demand driven, with utmost clarity, and focused. In this regard, the proposal submitted by Brazil, which was based on the deliberations and discussions in the WIPO Committee on Development and Intellectual Property, was quite relevant and should be a basis to further focus on technical cooperation and capacity building under TRIPS.
