I FOLLOW-UP TO THE SEVENTH ANNUAL REVIEW UNDER PARAGRAPH 2 OF THE DECISION ON THE IMPLEMENTATION OF ARTICLE 66.2 OF THE TRIPS AGREEMENT
84. The representative of Bangladesh said that transfer of technology would enhance LDCs' productive capacity, which was crucial for economic development, including compliance with TRIPS obligations. He reiterated some of the observations he had made in the sixth annual review of Article 66.2. Workshops on Article 66.2 had been very useful, and he wished to have a similar workshop in 2010, back to back with the Council's end-of-year meeting. Article 66.2 was exclusively for LDCs, and was of a mandatory type. He requested developed country Members to submit their reports on a regular basis and LDC-wise, avoiding mixing their contents with usual technical assistance. More specifically, he requested each and every developed country Member, when reporting on Article 66.2, not to address Article 67. He reiterated his call to devise a common format for reporting on Article 66.2. This was necessary for the sake of transparency and user-friendliness. He said that he remained as interested as before to hear of any technology that developed country Members had transferred to LDCs.
