62. The representative of the European Communities agreed with the representative of Hong Kong that the Council for TRIPS was probably not the right forum to address the fundamental question of which Members should be regarded as developed and which as developing. For practical reasons, he wondered whether those Members whose laws were in line with the Agreement or were advanced in implementing the Agreement could consider participation in the reviews foreseen for 1996 and 1997; reviewing such Members' legislation at this time would facilitate the review in some four years' time when the legislation of many Members might have to be considered.
