The Chairperson said that, before agreeing on the early review itself, the Council should develop certain general rules so as to give security to all Members that the review would be taken up on a voluntary basis and without prejudice to any rights of Members to transitional periods, and that reviewed legislation would not be submitted to a second review exercise in the year 2000.
