The representative of Japan said that each Member was under an obligation to implement the provisions of Article 70.8 and 70.9 and, while drawing attention to the interests involved, in particular those of patent applicants as beneficiaries of the provisions, supported the suggestion that implementation of these important provisions by Members should be reviewed by the Council as of 1998.
