In his view, Members could only judge the effective operation of an enforcement system with the benefit of some statistical data about the cases handled. Of course, requests for statistical data should be reasonable. Members should not be required to embark on a huge, time-consuming fact-finding exercise, but they were expected to make some effort to collect and compile statistical data.
